Establishment of the DOA
The President of the Republic issued Resolution No. (937) of 1974 regarding the competencies of the Directorate of Organization and Administration specified in Article Two thereof, which are as follows: -
- Conducting studies and research in the areas of civil service in light of local environmental conditions and proposing the necessary policies and plans in this regard and initiating their implementation after their approval by the competent authority and issuing the necessary instructions for this implementation to all personnel affairs units in the governorate department.
- Studying means of improving the method of work followed in personnel affairs units to raise their level of efficiency at the governorate level, in a way that achieves their supervision of the proper implementation of civil service laws and ensures coordination and integration between the various units responsible for implementing them.
- Extracting general principles from fatwas issued in workers’ affairs, working to disseminate them to various bodies, and following up on their implementation
- Maintaining an occupational statistics register at the governorate level and recording all data and information related to the organizations and jobs they contain, as well as data related to employees and the budget for the jobs necessary for them.
- Receiving employee complaints, studying and analyzing them, and working to avoid the causes of complaints in a way that achieves justice among citizens, as well as proposing appropriate solutions to them in accordance with the law and applicable policies, and proposing the necessary amendments to civil service affairs policies.
- Preparing functional decisions for the governorate and for all agencies within its framework, in coordination and cooperation with the competent agencies
- Description and arrangement of jobs, preparation of a draft job budget, and follow-up on its implementation in accordance with the instructions of the Ministry of Finance and the decisions issued by the Central Agency for Organization and Administration in this regard.
- Supervising the distribution of individuals in cases that require this, in coordination and cooperation with the various authorities specialized in distributing the workforce, in a way that achieves coordination between the various units in the governorate and completing the deficit in them according to work requirements.
- Inspecting the work of the various personnel affairs units in the governorate department to ensure their proper implementation of the work systems established for them, the civil service laws, and the instructions and directives issued in their regard by the competent central and local authorities, and to prepare reports on that to be submitted to the governor to take whatever action he deems appropriate regarding them.
A circular letter of the Minister of State for Local Government No. 92 of 75 was issued
A desire to raise the level of administration in local government units in a scientific manner in light of local environmental conditions and to develop realistic policies and plans that enable administrative development in localities, and a desire to achieve unity of job treatment for workers and ensure the sound application of civil service systems in all regions of the Republic.
It was envisaged to establish personnel affairs directorates (organization and administration directorates) in the governorates, whose heads and deputies would be technically affiliated with the Central Organization for Organization and Administration, enabling them to supervise the work of these directorates, and from an administrative standpoint, they would be directly subordinate to the governors, in order to achieve the presence of an expert body in the field of organization and administration next to every governor who could To provide the technical picture with regard to organization and arrangement of jobs, simplification of work procedures, and other activities related to administrative development
Therefore, Presidential Decree No. 937 of 1974 was issued to establish these directorates and define their main competencies. The Minister of State for Local Government and Popular Organizations was entrusted with issuing a decision clarifying the organizational structure of these directorates after the issuance of the Central Agency for Organization and Administration. In light of this decision, Ministerial Resolution No. 46 of 74 was issued specifying the organizational structure. For the directorates
Resolution No. 116 of 1974 was also issued distributing detailed competencies among its organizational departments. These competencies were decided on the basis that the scope of work of these directorates will be all activities involved in the administrative process without being limited to activity related to personnel affairs. They are therefore mini-units at the local level that practice all the activities that It is practiced by the Central Organization for Organization and Administration at the national level
Therefore, it is supposed to be entrusted with all the specializations that are currently exercised by scattered units that operate these activities in the governorates. Among these units are the organization and administration units and administrative training units, whether they are based in the governorate general office or in the services directorates located in the governorate’s territory, so that all the activities of these units are concentrated at the governorate level from the directorate of public affairs. The newly established employees (organization and administration directorates), which in themselves are considered a branch of the central apparatus for organization and administration, serve all units located in the governorate under the technical guidance of the presidency of the apparatus in Cairo.
This shows the great importance of the activity of these directorates, the high hopes that the state hopes for them, and the role that they can play in developing the local administrative bodies, whether in terms of their organizational or functional structures or simplifying work procedures in a way that facilitates its goal of serving the public and raises the efficiency of all administrative bodies.
To achieve these goals, it is necessary
- Incorporating the organization and administration units and the administrative training units located in the governorate and the service directorates in their home areas into the Directorate of Personnel Affairs (Directorate of Organization and Administration), as well as those working in the field of inspection of the personnel affairs units and those working in the field of studying complaints related to the civil service, because all of these activities (organization, administration, training, and follow-up of the personnel affairs units The study of complaints related to the civil service has been transferred to the new directorates (organization and administration directorates) by virtue of the decision to establish them and define their competencies.
- Strengthening the directorate with a sufficient number of specialist, clerical and auxiliary service workers to the extent that allows the directorates to carry out their activities efficiently.
