Annual report on the directorate’s achievements during the period from 10/1/2020 to 10/31/2021
Over the course of several years, the agency has taken serious steps in investing in human resources, directing them, enhancing their capabilities in research and development, and creating appropriate conditions for discovering talents, nurturing them, and pushing them to creativity and excellence, through visions, goals, strategies, and procedures that rely on administrative thought that looks to the future with a moving goal based on a strong, flexible administrative system. Renewed, capable of benefiting from the past, analyzing the present, interacting with the needs of the future, and dealing positively with contemporary changes.
Believing in the pioneering role played by the agency in the field of civil service in accordance with its establishment law No. 118 of 1964, there was an objective view of the agency’s employees as human resources that would generate returns for the agency if they were invested well within the framework of the policy of the Central Agency for Organization and Administration to develop the skills of the agency’s workers
. Upon the approval of Professor Dr., Prime Minister, and the approval of Professor Dr., Minister of International Cooperation, to finance the investment project in the field of individuals from the European Union.
The agency has contracted with foreign competencies represented by the recognized Exemplas Foundation to develop employees’ performance skills, which helps organizations achieve their goals and objectives through effective training and management of individuals in accordance with recognized international standards to obtain the international standard in the field of investment in individuals.
- The agency obtained a certificate of quality in performance in investing in individuals on 11/27/2008. The agency’s human resources were developed according to a recognized international standard, and this resulted in the following:
- Creating an increased sense of participation through clear knowledge of the agency’s goals and competencies and their participation in preparing and implementing the agency’s plan while improving vertical and horizontal communications within the agency.
- Achieving job satisfaction among all employees by ensuring that the agency pays great attention to their development and performance, committed to the principle of equal opportunities among them.
- Creating a link between development and training activities and the agency’s long-term specializations.
- This led to the growth of skills and competencies in line with the agency’s long-term goals without wasting the financial resources approved for training and development activities.
- Increasing managers’ understanding and awareness of their responsibilities in developing human resources
- Establishing a culture of quality and mastery among employees and their keenness to direct their ability and skills towards achieving the agency’s goals with the best possible quality and efficiency by motivating and encouraging them.
- Changing the work style of employees from the individual work style to applying the collective work team spirit style
- The law establishing the agency also includes raising the efficiency of the state’s administrative apparatus
First: General Administration of Civil Service
1- Responding to inquiries received from the services directorates, the governorate’s general office, and affiliated local units through the correct application of the provisions of Civil Service Law No. 81 of 2016 AD, which number (254) inquiries.
2 - Study and discuss complaints received by the Directorate from all employees, numbering (323) complaints.
3 - Providing assistance to the Administrative Prosecution and other (12) directorates that request the directorate’s advice on technical and legal matters.
4 - Periodic and field research on the services directorates, examining the extent of the legitimacy of the decisions they issue and the extent of their agreement with the true rule of law, and verifying that there are no violations (150)
5 - Publishing the periodicals issued by the agency and the fatwas of the State Council and following up on their implementation. A number of (8) decisions have been completed.
6 - Refer to the Central Organization for Organization and Administration on the issues that the Directorate wants to present in the event of any problem raised regarding it, for a target number (40) and the study is underway.
7- Warning the services directorates to address the issues to the organization and administration directorates, as they are responsible for responding to them and are responsible for presenting them to the agency, in implementation of the directives of the advisor, head of the agency, number (117).
8 - Alert to the directorates of organization and administration in the event that an opinion is requested from the agency, and in order to ensure the interests of the employees and not delay it, the matter must first be studied by the directorate, then the matter should be presented to the competent authority to consider either adopting the directorate’s presented opinion or requesting a poll of the agency’s opinion, taking into account that all data and papers are attached. Documents and decisions related to the subject, so that the agency can benefit and respond, and to prevent requests to complete data and delay issues for (12) directorates.
9 - Alerting the service directorates to quickly complete the issues, with periodic follow-up of the progress of work, and determining the time periods for discussing the issue within the directorate for (12) directorates.
10 - When requesting any data, the speed of providing it to the device must be taken into account in order to prevent disrupting the interests of employees in the regions of (12) directorates 0
11 - Work to establish the principles and opinions of the agency and circulate them to a number of (12) service directorates.
12 - Two (2) periodic educational seminars were held for employees in the governorate by explaining the Civil Service Law No. 81 of 2016 and working on employees’ knowledge of their rights and duties, as well as to discuss any general topics about which an opinion was raised in more than one party within the governorate to unify opinion and achieve justice among all employees. Within the scope of the governorate, the actual completion of a number (2) was done previously.
Second: The field of inspection
1 - Conducting periodic and surprise inspections of local units regarding personnel affairs work to verify the implementation of applicable laws and regulations

2 - Follow up on the implementation of the recommendations of the inspection reports, with the need to specify the names of the entities that will be followed up on a monthly basis for (12) directorates.
3 - Receiving complaints (325) and examining them in light of the applicable laws and controls, and (325) were actually completed.
Third: The field of training
1 - Identifying the training needs of local administration units and service directorates for (12) directorates and developing a training plan that meets these needs in light of the available financial appropriations. A number of (12) directorates were completed. 0
2 - Programs have been prepared and are being implemented for (12) programs, and (0) programs have been completed.
3 - Follow up and evaluate programs for a number of (-) programs, and (-) programs have been completed
4 - Identify the trainers and notify them of the lecture dates and their number is (1) 0 lecturers
5 - Renewing and updating the directorate’s trainers’ register and providing it to the agency. (1) trainer’s register was updated0
6- Taking procedures to approve the disbursement in accordance with the applicable controls and in light of the rules specified by the circular issued in this regard annually, and (1) was completed.
7- Holding seminars with leaders and training officials in the governorate to spread the concept and importance of investing in human resources and emphasizing the need to educate trainees about the necessity of working to rationalize government spending and reduce the burden on the state’s general budget and explaining the role of the Central Agency for Organization and Administration in this field, while setting a timetable for such seminars. 8- Distributing the training plan to a number of (-) directorates issued by the Leadership Preparation Center to the directorates of services and administrative agencies within the scope of the governorate in a timely manner.
9- Working to deliver training to those who deserve it by conveying the experience of the trainer and supervisor within the governorate to a number of (-) 0 directorates.
10- Sending employees of the General Office and the governorate’s services directorates to the programs of the Leadership Preparation Center for the government sector in Cairo.
11- Study and review the training plans and rules for disbursement, supervision, and trainers for the service directorates in the governorate, while adhering to the training regulations for each directorate and providing them to the Central Organization for Organization and Administration.(2)
Fourth: The field of development and performance evaluation
1- Follow up on the implementation of performance evaluation studies:-
- Evaluating the performance of Al-Ramad Hospital
-Evaluating the performance of the local unit of Kalabsha city.
-Evaluating the performance of Al-Sadr Hospital
-Evaluating the performance of Aswan General Specialized Hospital.
-Evaluating the performance of the Youth and Sports Directorate in Aswan.
-Evaluating the performance of the local unit of Aswan city.
2- Simplifying procedures due to the wide range of beneficiaries and their impact on the most needy group

Fifth: The field of information center

The data of the directory of senior supervisory leadership positions is updated monthly and sent to the agency every 6 months for (12) directorates.
2- Documentation and library:
- Compilation, organization and tabulation of laws and regulations for (12) directorates.
- Collecting scientific references, documents, bulletins, books, periodicals and magazines
Providing the necessary data and information to conduct research conducted by the directorate in its various fields of work (civil service - workforce planning, etc.) for (12) directorates.
3- Publishing:
- Dissemination of periodic books received from the agency to all governorate agencies for use in the areas of organization and administration in a number of (12) directorates 0

- Studying the extent to which the directorates of organization and administration can communicate with the agency through the electronic archive, which requires training specialists from the directorate on dealing with the archive.

In light of the changes that fall on the responsibility of the Central Organization for Organization and Administration, please consider the following:
1 - Access the data website for all administrative units, agencies, and service directorates within the governorate, the directorate’s work area, on a daily and regular basis. If there are obstacles to accessing the website, remember the reasons and the directorate’s proposals to remove them.
2 - Conduct the necessary review of the data periodically and request the completion of entering data that was not entered and correct the data that was entered by mistake for (12) directorates 0
Eleventh: Any topics will be added to the directorate’s plan in accordance with the directions of the Central Organization for Organization and Administration.
Sixth: Planning the workforce
1. Preparing a field study of functional courses according to performance rates and functional rates in the governorate for (12) directorates. (12) directorates were completed. 0
2. Preparing performance rates and job decisions for job vacancy announcements received from the directorates of services, the General Office, affiliated local units, and city councils, and submitting the central administration for workforce planning therein for technical review of (12) directorates.
3. Any new work in this field in light of the directives of the Central Organization for Organization and Administration for (12) directorates, and the volume of achievement was (100%) .
Seventh: Organization, arrangement and balancing of jobs
1. Updating data on the job budget form (Form 5) distributed among the specific groups of jobs at the level of administrative units in the governorate annually and sent to the agency. A number of (12) directorates were completed and the size of the achievement was (12).
2. Compiling the budget form (Form 5) for the governorate’s general office, its affiliated local units, and service directorates. (12) directorates were completed, and the volume of completion was (100%).
3. Compiling and reviewing the general budget projects for the fiscal year 2020/2021 AD for the General Office and the services directorates and providing them to the agency. A number of (11) directorates were completed, and the volume of completion was (100%).
4. Studying the proposals for financing jobs that come to the directorate during the fiscal year on the basis of the controls established by the agency and what is included in the general budget statements for the fiscal year 2020/2021 AD for a number of (10) directorates, and the volume of achievement was (10).
5. Study of cases of transferring workers from the governor to different authorities to (12) directorates, and the volume of completion was (12) for (101) transfer requests.
6. Studying the introduction and strengthening of some items and types of Chapter One of the budget in accordance with the rules included in the general budget declarations for the fiscal year 2019/2020 for (8) directorates, and the volume of achievement was (8) 0
7. Studying proposals to create and re-evaluate some jobs in light of the controls set by the agency for a number of (-) directorates, and the volume of achievement was (-) 0.
8. Studying the refinancing of the jobs mentioned as a reminder in the budget of the requesting entities in light of the actual needs in the region and the controls in place in this regard for a number of (8) directorates, and the volume of achievement was (8)0.
9. Studying judicial rulings and implementing them with the competent authorities in the governorate for (10) directorates, and the volume of achievement was (1866) judicial rulings 0.
Following up on the implementation of the procedures that have been taken regarding the nomination and appointment of workers and verifying the implementation of the periodic books and directives issued by the agency in this regard with precision for (10) directorates, and the volume of achievement was (10)0
1. Providing technical assistance to all governorate agencies in the field of arranging jobs for (12) directorates, and the volume of achievement was (12)
Eighth: The field of organization
- 1. Follow up on the modernization of the organizational structures approved by the agency for the governorate’s general office, its affiliated local units, and service directorates, in implementation of what was included in Civil Service Law No. 81 of 2016 for (12) directorates, and the volume of achievement was (12) 0
2. Study the organizational proposals received from the General Office, service directorates, and local units (creation - re-evaluation - name modification - subordination modification) for a number of (12) directorates, and the volume of achievement was (12) 0
3. Providing technical assistance to all governorate agencies in the field of organization for (12) directorates, and the volume of achievement was (12).
Ninth: The field of studies and research
- - Updating the topics of studies and research that the Directorate will prepare, provided that the research is related to a problem that the governorate or its affiliated administrative bodies suffer from, and that the research is based on the field method and is defined by a monthly time program, with care being taken to extract the results of work to solve the problem without exaggerating the financial cost so as not to bear The state's general budget has additional burdens.
